A lot of things are chaotic.

I don’t think a lot of people realize they’ve just opened an entire theme park. Not just one land or one portion of a park.

This is like opening Disney World—the Magic Kingdom, EPCOT, Hollywood Studios, Animal Kingdom—all at once.

They have no data on what food sales will be like or what inventory replenishment they’ll need for ALL of these new worlds. They can only guess right now until they gather some intel. So capping attendance and seeing where people spend their time and money on average, imo is a good call if they want to have at least some logistics worked out before July.

And there’s a zillion ride, show, transportation, and logistics things across all the worlds that have never been done before/yet, that they need to keep an eye on and fix and correct.

The express passes, maybe they thought it’d be needed or maybe it was poorly thought.
